There has historically been a heated discussion about whether or not pirates should be a present factor in Naval Action, since the golden age of piracy ended well before when the game takes place. However as of the release of the Open World testing, pirates are a present and even common occurrense. It is still unknown how guild mechanics will operate and if it will be different for Pirate players than national players.
